fbi stuck at "loading. . . "

So I have a weird one. On my virtual machine, I can do the following:

fbi -T 4 Screen_3.jpg

The image shows up immediately in virtual terminal 4 and stays there until I switch back to anther virtual terminal.

Now, if I move to the actual hardware I am trying to deploy on, the following happens:

  1. The system switches to virtual terminal 4 with black screen
  2. Text at bottom of screen says "Loading Screen_3.jpg ..."
  3. Nothing happens for minutes at a time
  4. At this point if I change to another virtual terminal and go back to virtual terminal 4, the image is fully rendered correctly.

If I immediately execute the command, switch virtual terminals (CTL-ALT-F3) and then switch back to virtual terminal 4 (CTL-ALT-F4), the image is always shown fine. It's like the act of switching virtual terminals makes fbi render the image appropriately.

What gives? I've searched everything I know to search and I'm not finding any solutions. I am desperate! I'm on 20.04.3 Desktop version, minimal installation. I have tried the same thing with fim and had the same results!
