How to allow user to access all ftp directories?

How can i allow user on VM to access every directories? For example, i use ssh kay to access to FTP, User name is ubuntu and when i try to access to a specific directory it returns: Directory /home/admin/web/hostname.domain.tld: permission denied

I tried to allow access with following command: usermod --home /home/admin/web ubuntu

But it returns:

usermod: user ubuntu is currently used by process 59289

What version of Ubuntu do you have? You tagged your question as 14.04, but that's a very old release, and so if you're using that, you should use a supported release (e.g., 20.04 LTS) if you can
