Localhost running on static IP, but problem arises upon Wifi connection change

I have a small apache website running on static IP, it's the Ubuntu Desktop but acts as a small server for everyday data entry for other computers on that network. It works fine as long as it's offline or the original Wifi router is connected, but as soon as the wifi connection is changed the website becomes unreachable, http://localhost does work but...

Is there a method to keep the website running with the assigned static IP locally, even if the network connection is changed?

Just to verify, you want to ensure your computer is always given the same IP address regardless the network the computer is connected to?
