on Ubuntu 18.04.5 LTS trying to install mssql using sudo apt-get install -y mssql-server but Depends: libatomic1 but it is not going to be installed

You are being given very clear messages. Install the missing dependencies. Also lose the minus y you do not get all the info this way.
