after fail upgrade, /usr/sbin/apache2 permission broken

the beginning of the problem

I checked the update error of apache during the apt-get upgrade process in the virtual server (cloudit).

First Message ... apache2 : Depends: apache2-bin (= 2.4.29-1ubuntu4.21) but 2.4.29-1ubuntu4.20 is installed ...

Try 'apt --fix-broken install': /unable to make backup link of '.usr/sbin/apache2' before installing new version: Operating not permitted

check permission of usr/sbin/apache2 ------------ 1 root root 675520 Nov 15 08:52 /usr/sbin/apache2

All permissions on the items in usr/sbin/apache2 are off and access is not possible. Even root privileges do not change any privileges such as chmod, chown, etc.

What can I do to solve this problem? please help

It looks like your filesystem is in error, Boot on a live media and run `fsck` on the partition containing /usr/sbin/apache2.

Thanks for the advice. I judged the possibility, but I did not try it because the process of unmounting the active media for fsck was too cumbersome due to the policy of the cloud platform. everything else doesn't work I will try this if it can be judged as a major possibility. Thank you again.
