Disabling the ability to add person in Google Chrome

I have added many filters and extensions to my child's Google Chrome account, but they can get around these by opening a user browser window. I found a way to disable this in Ubuntu by modifying the policies.json file but they are still able to get the same result simply by adding a new person to Google Chrome. Is there a way to disable this?

This^^^ As a former psycho-sociologist investigator in childhood and pedagogical strategies I stand by the above comment 100%. You're looking for an "easy" technical "solution" for something that absolutely shouldn't be framed in such way, never! And yes, I'm strongly challenging the premises here. You should get your apparent need for fine control checked by a professional, other than myself, of course.
