OpenMP with GNU Fortran 9 and 10 utilizes only 50% of the CPU on kubuntu 20.04

I have a Dell Precision 5820 Workstation with Xeon W-2145 processor and NVIDIA Quadro P2000 graphics card. I compiled a fortran program with GNU Fortran 9.3.0 and 10.3.0 and OpenMP for this machine. After I installed a OS update on my kubuntu 20.04 and made some changes in the code my program utilizes only 50 % of the cpu. All 16 logical cpus are used, but only by 50 %. The OS update installed the nvidia driver 470. My program computes many multidimensional integrals. I changed the integration routine and only the evaluation of the integrand is made in parallel. Does anybody have a similar problem with the nvidia 470 driver? Thank you very much!
