what determines where applications go when connecting another monitor

cn flag

There is no rhyme or reason where applications show when connecting a second monitor. sometimes, for example, Opera Browser automatically goes to the second monitor, but sometimes it stays on the prime monitor. Other applications also do this. Is there any way to set a policy on this? Ubuntu 20.02.01 5.13.30.0 kernel. The second monitor is hdmi , sometimes set to primary on one monitor, other times set to secondary on another monitor, which always works for me. It is mostly this secondary monitor that has this issue.

Is this stock Ubuntu? Or a derivative like Kubuntu?

Please clarify your release details; Ubuntu releases are *year.month* in format, and no release occurred in 2020-February (20.02) so is it Ubuntu? or a Ubuntu-based system? Please be accurate & precise with details.

There is some algorithm behind it, which however is obscure and not user configurable. Little control by the user, unfortunatelly.

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking. Across four studies, in which participants were engaged in conversations themselves or read transcripts of others’ conversations, people tended not to realize that question asking would influence—or had influenced—the level of amity between the conversationalists.
