Need help with apt-update

I am trying to install Libopencv and it packages on Ubuntu using the Windows subsystem and when I go into etc/apt/sources.list and add

deb http://de.archive.ubuntu.com/ubuntu precise main restricted universe   
deb-src http://de.archive.ubuntu.com/ubuntu precise restricted main multiverse universe

deb http://de.archive.ubuntu.com/ubuntu precise-updates main restricted universe  
deb-src http://de.archive.ubuntu.com/ubuntu precise-updates restricted main multiverse universe

and run sudo apt-get update I get this error

E: The repository 'http://de.archive.ubuntu.com/ubuntu precise Release' does not have a Release file.

Which version of Ubuntu have you installed in WSL? The lines you have added are for Ubuntu 12.04, which is now about a decade old and has reached the end of its life. This version of Ubuntu is obsolete and off-topic here. Don't add old sources in the `sources.list` file. This will surely mess your WSL (or any Ubuntu installation) if it replaces new files with obsolete ones.

Only supported releases of Ubuntu (*standard support*) are on-topic for this site. Ubuntu 12.04 LTS is EOL thus off-topic, and Ubuntu 12.04 ESM was in extended support and only supported by Canonical via Ubuntu Advantage thus also off-topic here. Generally, you should not need to specify the installation of 'lib' packages. Apt will automagically install whatever libs are needed by your application packages. The use of the 'precise' release in your sources suggests that you are following very, very old instructions that are perhaps no longer valid.

@guiverc I doubt one can install Ubuntu 12.04 in WSL. I don't think the question should be closed for EOL version. The original poster should clarify with an edit to the question.

I agree the *original poster* should clarify release; but all we've been provided currently is the EOL/ESM/off-topic release (*which I'd too expect is unlikely*). I follow questions like this so if user clarifies/edits; I'll retract/delete my comments as appropriate.
