vsftpd allow root user to access/add inside ftp files

I am using Ubuntu 20.04. I have created an FTP user which is working fine following this tutorial. But I am having an issue.

In the /home/ftp_user/ftp/files I want to access the directory with my root user.

But when I am giving permission to the root user to access the directory with sudo chown ubuntu:ubuntu /home/ftp_user/ I am able to access the directory. But after that, I am unable to access the FTP directory with the ftp_user with any FTP client.

How can I allow both users to access the directory while ftp_user can upload with FTP only?
