How to configure ModemManager to automatically register to home network when an unactivated sim gets activated

I have a Sierra Wireless MC7421 LTE modem. I could configure it using NetworkManager and ModemManager to connect to the cellular network and access the internet.

The problem I have now is if the system with the modem starts up with an unactivated SIM card, which then get activated, ModemManager or NetworkManager does not connect to the network without a reboot.

Is there any way for NetworkManager or ModemManager to automatically detect if the SIM is activated and tries to register to its home network? Or maybe have it try to register the SIM to its home network at a set interval. (The APN and SIM information is all known before hand as we have a database of APNs in our system from Andriod).

I looked into ModemManager 3GPP register function, but that seems to cause the Modem to go into a weird state after a few hours. I'm manually calling the register function at a 10min interval.
