Ubuntu system icons are not loaded

I am new to Ubuntu and when I used it the first time on my PC, apparently many system icons couldn't be loaded properly as shown in the picture below

Many icons are replaced with a crossed-out white circle on a red background

does anyone know how to solve it?

Usually this kind of thing is when the hard drive can not be accessed, therefore there is no app to go with the icon.
