Cannot stop Bluetooth headset from reconnecting

Background

I have a Bluetooth headset that I paired to my Ubuntu 22.04 laptop.

I no longer want to pair it to the laptop, because it messes with the headset->phone connection.

From "Settings->Bluetooth" I click on the device. Then I click the red "Remove Device" button.

I click "Remove".

Now the headset is disconnected.

The problem:

When I power-cycle the headset, it reconnects to the laptop right away.

What I expected to happen:

I expected that it would not automatically reconnect unless I paired again

Is this the intended behavior? How can I prevent Ubuntu from automatically connecting to this headset?
