How can I port forward (enabling ports) on my local area network?

I want to allow a node webserver to be accessible using 10.0.0.19:3000 from another pc connected to the same wifi network. Where can I control these settings, or how can I do command majik? I am new to ubuntu!

If client A (10.0.0.53) and server B (10.0.0.19) are indeed on the same network, then no port forwarding is necessary. Port forwarding occurs when A (52.123.123.123) is on a different network. The networks are typically separated by a router (88.42.42.42), and port forwarding is an instruction *on the router* to forward address:port 88.42.42.42:3000 to machine B (10.0.0.19:3000).
