Set WiFi bitrate and channel

I am struggling to use iw to set the bitrates and channel of my Wi-Fi interface. It is hard to tell if my syntax is wrong or if the board doesn't support it or something else. The interface is Intel AX211 running on Ubnutn 20.04 (same issues with 22.04). Assume my device name is wlan0. When I do : sudo iw dev wlan0 set bitrates legacy-2.4 1 6 12 or sudo iw dev wlan0 set bitrates ht-mcs-2.4 0 I get error command failed: Operation not supported (-95). When I do sudo iw --debug dev wlan0 set channel 11 HT20, I get command failed: Device or resource busy (-16). Both netlink debug outputs are:
