Bluetooth Media control application target

My BT headset (Bose QC35) has media keys - play/pause, and volume controls. When I press the play button, it controls the last-selected application that was playing sound.

So, for example, if I have a music player running, the key controls the music player. However, if browse to a webpage on Firefox, and there is a tab that has a youtube window open, the key will now only play the youtube video, even if that tab is not currently active or visible.

This is notable behaviour, because it is different than the last major release. I am currently on Ubuntu 22.04, and I would like to go back to the behaviour that 20.04 exhibited.

That is, it would always control the first-played sound application. After starting up the OS, I could open Rhythmbox, for example, and then the control key would always play or pause Rhythmbox, nothing else, no matter what application was currently in focus.

This is difficult to troubleshoot or search for, because the chain of actions is so long. I don't know whether Bose has a special Bluetooth profile, or if it translates directly to a media key, or what system on Ubuntu is responsible for handling this.
