Save file dialog list entries in seemingly random order for Chrome, Okular and other applications

I'm using Ubuntu 22.04.1. After upgrade from 20.04 several applications, e.g. Chrome and Okular, list files and directories in seemingly random order in File Open/Save As dialogs:

I know that I can reorder them by several clicks on Name and Type columns, but I find it tedious and a cruel punishment. Is there a configuration option to prevent this behavior?

Right-clicking on a file and choosing Sort Folders before Files has no effect.

Sort folders before files option in Nautilus has no effect.

The sorting order seems to be dependent on the state of the file open/save dialog left by the last application. Is this behavior documented somewhere?

I was able to restore alphabetic sort by choosing it for file open in Okular, but I don't know how long it will last. I have some applications, e.g. document viewing, where alphabetic order of documents is used almost exclusively. There are other application where sorting by document modification date is more appropriate. Is there a way to disentangle these two?

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking.
