linux block writing data over socket

I am trying to make socket over internet from my pc to VPS. I'm new to linux but have some experience in socket programming. I use nc -l 2000 in server and nc public_ip 2000 in client. It connect to server and send data to server and server prints data, but if server sends data to client, data never receive to client. if server sends data first(before client), then both sides can send data to each other. UFW status in inactive and IPTABLE is clear. I tried to make socket with java and go but same result. Is there any thing that block writing data to client? I use Ubuntu 22
