Configure fail2ban for apache web server in ubuntu desktop

I am using a apache2 web server in ubuntu. I want to use fail2ban for preventing brute force attack.

After installation fail2ban should start automatically. But its not active. I tried the command sudo systemctl start fail2ban.

When I use to check the command for status 'sudo systemctl status fail2ban' it said

active: failed with error exit code. 

After trying several methods I tried to install it on my kali linux. Wow....it installed and activated automatically.

I can't guess the problem. Can anyone solve it? Or anyone else facing the same problem?
