Ubuntu App for border adjustment

In 'Scanner apps' in mobiles there is provision for border adjustment. Using these Apps we can adjust and make a document having an irregular quadrilateral border into a rectangular pdf. So it looks like a pdf taken using a scanner machine. Is there any App in Ubuntu that has this provision? I could find apps that have provisions for adjusting left, right, top and bottom margins. But all these margins can only be adjusted horizontally or vertically to the border of the screen. I searched for the above mentioned App; but couldn’t find any. If there is, what is the path to do border adjustment in it? (I have Gimp and JPEG2PDF. But I couldn’t use it for doing this.) I don't like online Apps for this.
