Internal HDD connected with sata to usb cable shows no media under volumes in Disks [20.04.5]

I'm currently using ubuntu 20.04.5 and I'm trying to connect a new internal HDD from segate using a usb to sata. I want to transfer files to this new drive however there is a issue when trying to format it, the options are grayed out in the disks program and under Volumes it shows "No Media". Screenshot of "No Media"

Does your adapter have external power? Or just USB power? My adapter was USB3 only and worked great with a SSD. But it would not spin up my HDD as not enough power from USB port.
