How do I permanently rotate an image with Image Viewer?

I am using Image Viewer on Ubuntu 22.04. When I rotate an image, it ask if I want to save when I close, I select yes. When I open the image the rotate is the same. How do I permanently rotate an image?

I just did this in 22.04.1 successfully. I called up an image saved on disk, used *Ctrl+r* to rotate it then saved it using the context menu (3 parallel lines) reopened it and voila!
