Interrupting a release-upgrade is perhaps worst action you could possibly do to an Ubuntu system short of smashing it with a boulder. @Raffa's excellent link will help you...if help is possible at all. Sometimes the damage is un-recoverable and requires a complete reinstall.

Ubuntu 18.10 had one intended upgrade path; to the next release which was Ubuntu 19.04, but that closed when it went EOL. There is no upgrade path from 18.04 to 22.04; it was not QA-tested & not supported. Why not re-install (*dirty or clean; clean if server install*) & then restore your data? Ubuntu 18.04 LTS had an upgrade path to the next LTS release (20.04) but that wasn't available to 18.10; but at *best* that's the only upgrade path I'd try (*and expect possible*), not direct to 22.04 - so I'd check your details. I'd also use `apt full-upgrade` and not the `apt upgrade`.

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking. Across four studies, in which participants were engaged in conversations themselves or read transcripts of others’ conversations, people tended not to realize that question asking would influence—or had influenced—the level of amity between the conversationalists.
