Audio clipping issue on some videos with Kubuntu 22.10 & 22.04

When I watch some youtube videos the audio cuts in and out. Particularly when there is no audio for a brief period of time the next piece of audio has the start of it cut off. The effect of this is the first words of many sentences are cut off.

I have only seen this with some programming tutorial videos, I point this out because maybe it has something to do with the fact that the videos have very little changing frame to frame. The vast majority of videos are playing fine.

I have replicated this problem on both Kubuntu 22.04 and 22.10, and with 2 separate youtube videos from different creators. I have also replicated the issue with firefox, chrome and opera.

The audio for these videos is fine on my android device, as well as my windows 10 machine.

My current setup is Kubuntu 22.10, firefox, and the audio controller shows up as "Intel Corporation Tiger Lake-H HD Audio Controller (rev 11)".

I downloaded one of the videos with youtube-dl and it has the same audio issue while playing in VLC. When I transfer the video to my windows machine the audio plays fine.

VLC Shows the video codec as: H264 - MPEG-4 AVC (part 10) (avc1)

The audio codec is: Opus Audio (Opus)
