Any action with `apt` causes errors with `initramfs-tools`

I searched the forum for a solution, that nothing helps. Tried the following:

$ sudo apt remove initramfs-tools
$ sudo apt clean
$ sudo apt install initramfs-tools
$ sudo apt autoremove
$ sudo apt autoclean
$ sudo apt clean
$ sudo apt update 
$ sudo apt upgrade
$ sudo apt dist-upgrade
$ sudo apt -f install
$ sudo dpkg --configure -a

also:

sudo chmod -x /usr/share/initramfs-tools/hooks/fixrtc

Please help me :(
I can't update ubuntu to 20.10, neither can I update any package.
