What causes GRUB to often (but not always) skip the menu?

I've migrated my machines to Ubuntu 22.04, and since then, I'm experiencing a problem with GRUB.

When rebooting (e.g. by using the reboot command), often, but not always, GRUB skips the menu (instead, it displays a gray screen for a second). If I reboot a second time, the menu is instead displayed.

I'm aware that in some cases, it's expected for GRUB not to show the menu, for example, when resuming from hibernation, but this shouldn't happen on normal reboots.

The machines have different (disk) setups, which have been prepared by Ubiquity, over standard Ubuntu installations:

  • one has a ZFS encrypted setup (which I've mirrored to another disk, but it should be irrelevant); I never hibernate on this machine
  • one has an ext4 encrypted setup; I hibernate more or less frequently on this machine

I'm very confused, in particular because the menu is displayed if I invoke two consecutive reboots.

It seems that this behavior started with 22.04 - I was on 20.04 before, and I've never experienced the problem.

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding.
