DNS server for resolving local names with dynamic IP

There are several local networks with Linux and Windows machines. A tunnel has been raised between the networks on the provider side. All machines in subnets receive local dynamic ip from the provider's DHCP server. There is no access to it. Broadcast packets do not pass between subnets. Inside their subnet, machines are accessible by their names, and from others only by IP. How to implement so that you can access machines by names from different subnets?

If the provider issued static ip addresses, then it would raise the dns server (bind9) and register the zones. And how to implement this with dynamic ip? How do I set up my dns server on ubuntu so that it automatically registers all local hosts by their names?
