Ubuntu Kiosk with 2 3G modems in Failover mode

I ran kiosks based on Ubuntu with Network manager installed. The kiosks are connected to the internet with 3G (4G) USB sticks (two in each kiosk) with 2 different SIM cards for redundancy. What's the best way to build a failover mechanism? The preference would be to choose with BEST stick based on the quality of connection. Both SIMs have unlimited data so I dont care which one to use but I want the OS to choose the best one at every moment
