App Armor DENIED access DHCP - profile="/{,usr/}sbin/dhclient"

I am using Ubuntu 20.04 and recently noticed that app armor has denied access to /sbin/dhclient. Which was a surprise to me since I had previous change to complain-mode, but are not in enforce-mode

/usr/lib/NetworkManager/nm-dhcp-client.action
/usr/lib/conman/scripts/dhclient-script
/{,usr/}sbin/dhclient

and also added the following to /etc/apparmor.d/local/sbin.client:

/var/tmp/cloud-init/cloud-inti-dhcp_*/dhclient.pid lrw,
/var/tmp/cloud-init/cloud-inti-dhcp_*/dhcp.leases lrw,
@{PROC}/@{pids}/task/[0-9]*/comm rw,

When attempting to change back to complain mode I get an error "file not found".

Have the Network file paths changed?
