USB serial connections are flaky and OS related

When I try to interact with devices enumerating as /dev/ttyACM* the interactions are unreliable. I have problems with Avrdude with ATmega devcies and micropython connections to RP2040s. I am running Kubuntu 22.04LTS that has been updated from previous LTS. I tried booting with a live USB running Ubuntu 22.10, and repeated my same tests. In all cases interaction with the serial device worked flawlessly. Therefore, I believe the problem is with my current OS install since I have ruled everything else out and changing the OS fixes the problem.

How can I repair/reinstall the required OS software without doing a virgin install?
