Ubuntu stays stuck in the load screen

I was installing PostgreSQL in the Ubuntu 22.04.1 LTS and I don't remember exactly how it was but I used sudo apt-get install postgresql when suddenly I couldn't enter to any app because it said I had not permissions.
So I decided to restart the PC and it keeps in the load screen, can someone tell me how to fix it?
