Adding grubenv to Kernel Command Line

Is it possible to add variables in grubenv as kernel command line arguments? For example, say the output of 'grub-editenv list' is this:

$ grub-editenv list

var1=xxxx

var2=yyyy

Can grub.cfg be modified so that the kernel command line would invoke the kernel with those 2 example variables stored in grubenv as shown in this example below:

linux /vmlinuz-5.13.0-30-generic root=LABEL=rootfs ro ... var1=xxxx var2=yyyy

In the end I would like a program I've written that runs from initramfs to have access to grubenv without mounting the boot partition.
