Second administrator account can’t access other HDD

I have reinstalled Ubuntu 22.04.1 on our pc, the first user can access our second HDD for extra storage no problem. I made a second administrator user and that account can’t access the other HDD. It says:

Could Not Display “Second hdd”. The file is of an unknown type.

I can either select application or click OK. I click Select Application and pick Files, the HDD is opened in another window with another error message that says:

This location could not be displayed. You do not have the permissions necessary to view the contents of “Second HDD”. 

The new user is also an administrator, and I can’t find any other permissions options.
