How do I prevent the onscreen keyboard from coming up in ubuntu

I've recently installed ubuntu on an hp zbook studio g8. Mostly things are working well except this obnoxious onscreen keyboard that pops up every time I click on a text input (this form, terminal window, etc). It's a laptop with a physical keyboard. Fresh install of ubuntu 22.04.1 LTS. I did install all updates that were available after the install.

I've seen other posts with answers suggesting going to something called universal access in settings. Unfortunately I don't seem to have anything called universal access in settings. There is an accessibility section in settings which has a toggle for on-screen keyboard. That toggle was already set to OFF. Toggling it to ON and then OFF again doesn't help.

Any help would be greatly appreciated.
