How to boot from one drive and move everything to another drive

I'm working with a couple of ARM single board computers and want to work off a larger drive. How can I to leave the /boot partition on my micro SD and move the rest of the file system to an SSD connected via USB 3.

On laptops, I've been able to boot to the installation media and install the OS putting /boot on one drive and / on the other during installation, but with the ARM SBCs the OS is already on the SD card. Is there a way to migrate everything to another drive for more space?
