Slow internet speeds by comparison to Windows on the same machine

UPDATE: This seems to be an issue related to my ISP regardless of speeds being faster in Windows. I'll close this out as resolved once I know more.

Are you using Ubuntu? Which release? How do you measure speed?

Ubuntu 22.10. Noticed very slow SFTP uploads so I used speedtest-cli to check and it's absolute rubbish: Download: 67.28 Mbit/s Testing upload speed Upload: 6.09 Mbit/s Should be getting closer to 1400/40 (sad upload, but it's only hybrid fiber).
I sit in a Tesla and translated this thread with Ai:

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking. Across four studies, in which participants were engaged in conversations themselves or read transcripts of others’ conversations, people tended not to realize that question asking would influence—or had influenced—the level of amity between the conversationalists.
