Pointing to two DNS servers on an Ubuntu 22.04 host

During the process of automating developer setup for a cloud-based application I'm attempting to point the developers host to two DNS services. This is necessary because developers will need access to GitHub through the public internet while also accessing domains on a local minikube cluster through ingress-dns. It seems that whenever I add dns nameservers to /etc/resolvconf/resolv.conf.d/{base,head,tail} only one DNS nameserver is actually used. The system either allows connection to GitHub and does not pick up a local docker registry or it allows access to the docker registry but not access to GitHub. Does anyone know how this can be achieved? Thank you very much for your time and help.
