Why are some chromium related packages marked for upgrade?

On the latest updates list, I am looking at the packages that have been kept back and some of them are referring to Chromium. Specifically, the packages are:

chromium-browser chromium-browser-l10n chromium-codecs-ffmpeg-extra

Why are those packages marked for upgrade since I have never installed them on my system and most of all I don't want them on my system (Xubuntu 22.04.2)?

For some reason the packages seem to be installed on the system on synaptic without being installed actually, since the corresponding snap packages are not installed. How did this happen, who did it and why, I wonder.
The question now is, can I remove those dummy .deb packages or will there be any dependency problems? Does any other app use those codecs for example besides chromium? If they are even installed, which I very much doubt!
