ssl error with burp on ubuntu 22.04

I'm running Ubuntu 22.04 server running burp (backup and restore program) 2.4 as the backup server. I just brought up a new Ubuntu 22.04 VM with the same version of burp. Both are using openssl 3.0.2-0ubuntu1.8.

When I attempt to create the ssl certs with burp -a l, I see the following errors:
