How do I keep my favorites bar from overlaying programs on my screen?

When using a multi-monitor setup, the favorites bar is sometimes displayed above windows that are snapped to full screen, hiding part of the program. Why is that and how can I prevent it? Is there some way to only display the favorites bar when I pressed super? This is the default gnome behavior on my Arch Linux installation and I like it better.
