Apt-offline unmet dependencies error on Ubuntu 22.10

I'm working on getting software onto and air-gapped machine running Ubuntu 22.10 by using apt-offline. I was able to complete Sequence 1 on the documentation then proceeding with sudo apt-offline set upgrade.sig --upgrade I get and error saying unmet dependencies. I also get this error trying to make a signature file when installing a package. The error is Gathering details needed for 'upgrade' operation E: Unmet dependencies. Try 'apt --fix-broken install' with no packages (or specify a solution). What can I do to resolve this error? What are other recommendations on getting software on to the offline machine? Please let me know if I can provide any more information.
