I had spent three days trying to fix this issue.
I tried to follow these solutions. here, here and others but I could not fix this issue.
Some information about issue:
(initramfs) exit
Gave up waiting for root file system device. Common problems:
Boot args (cat /proc/cmdline)
Check rootdelay= (did the system wait long enough?) Missing modules (cat /proc/modules; ls /dev)

The output reboot is nothing but it is working when add -f like : reboot -f.
