using ms200 LiDAR with ROS2, problem at th tutorial

I'm trying to use LiDAR, called MS200 and I got a tutorial for this. But at this tutorial, I got the problem. error massage is 'cp: cannot stat 'oradar.rules': No such file or directory'

I got the problem at this code

sudo cp oradar.rules /etc/udev/rules.d/

After I write and activate this code, and enter the correct password, and this happend.

I'm using MS200 LiDAR new version, and ROS2
