How to undelete a file given that I know ~/path/to/file.txt and the created date?

I want to undelete a file based on the direction ~/path/to/file/, filename my_file.txt and the creation date. The options that I've checked are very limited. For instance, foremost can only recover all files by the file type. For example *.txt.

In Windows there are a lot of utilities that search based in these information. What about Linux (Ubuntu)?
