Does this answer your question? [What can I do if a repository/PPA does not have a Release file?](https://askubuntu.com/questions/866901/what-can-i-do-if-a-repository-ppa-does-not-have-a-release-file). You can not use this repository, remove it from your system.

That PPA does not support Ubuntu 22.04 Jammy. You need to remove that PPA. See the linked answer from mook765.

PPAs or *Personal Package Archives* are 3rd party sources don't forget, so all security checks as to if they're good products, useful for your release, well maintained etc are all on you to perform. Did you check? To me looking at https://launchpad.net/~oguzhaninan/+archive/ubuntu/stacer shows brief work in 2019 for specific releases of that time & I'd not have added it (*nothing there of value for any release beyond 19.04*) That page was taken from your question too.

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking. Across four studies, in which participants were engaged in conversations themselves or read transcripts of others’ conversations, people tended not to realize that question asking would influence—or had influenced—the level of amity between the conversationalists.
