I have set static IP on my raspberry pi too:

# ifconfig
eth0: flags=4163<UP,BROADCAST,RUNNING,MULTICAST> mtu 1500
        inet 192.168.137.50 netmask 255.255.255.0 broadcast 192.168.137.255

        TX packets 234 bytes 12036 (12.0 KB)

I am able to ping Windows laptop from Raspberry pi:

what is the default gateway for your raspberry pi? The error you see is a gateway issue, DNS works fine, but packets aren't getting out
mangohost

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking. Across four studies, in which participants were engaged in conversations themselves or read transcripts of others’ conversations, people tended not to realize that question asking would influence—or had influenced—the level of amity between the conversationalists.
