Azure MySQL create replica downtime

According to Azure Docs:

When you create a replica for a source that has no existing replicas, the source will first restart to prepare itself for replication. Take this into consideration and perform these operations during an off-peak period.

However, When we created a replica on our staging environment, no restart occurred. We have a health check that occurs every 30 seconds and it didn't seem to detect any downtime. Now it's harder for us to know how much downtime we are actually facing when we do the same on production.

Is that the expected behavior? Did I misunderstand something?

Has anyone done this on a 100GB db? How much downtime did you experience?
