access to on premise S2S Azure connection through P2S

I have the following network configuration.

On premise network : 192.168.13.31

Azure VN : 100.1.0.0/16

Azure vpn gateway : 51.136.4.136

I have S2S IKEV2 connection between on premise and azure. I'm able to ping from azure server to on premise server.

I have P2S openvpn connection to Azure. Address pool is 172.28.200.0/24. I'm able to ping from VPN Client to VN in azure but i can't ping the on premise network.

I added routes in the client and in the on premise network to point the adresses but it still not work.

I specify that i can't setup BGP in my on-premise.

Did i need to add routes in Azure ?
