Unable to mount an NFS share to windows 2019 from linux

I've an nfs share exported from a linux server. The exportfs looks like this

/usr/navigator/SVP/TRIGGER        *(rw,no_root_squash,no_subtree_check,fsid=999)

I'm able to mount this share to a windows 2012 R2 server using the command

mount -onolock <servername>:/usr/navigator/SVP/TRIGGER Y:

I'm unable to mount this share on a Windows 2019 server. I have set the AnonymousUID and AnonymousGID registry key values. Rebooted the server. I did a tcpdump on the Linux server and I can see the traffic to and fro between these machines. Therefore, there's no firewall issue.

/var/log/messages does not show any information. However, netstat -anp shows the rpcbind process. Any help will be greatly appreciated. I am not confident if it's a Windows 2019 problem.
