Poweredge R930 OOW and unable to boot entire server

I am facing this issue at our client server room.

Scenario:

1-server r930 failed to boot eventhou level one diagnosis have been tried. For instance, drain server static electricity by unplug powercord, swap Psu location and change powercord.

2-error trigger at front panel r930 display VOLT0204. Further reading at manufacturer technical support still the same diagnosis steps.

3-iDrac unable to access due to no power on r930. Voltage stabilizer unable to install due to no space and power point available.

4-same server rack. Other servers stack in the rack face no issue. All workable.

5-manufacturer leave the following step.

Export a SupportAssist Collection and PERC log via iDRAC 7 & 8 (PowerEdge 12G and 13G)

However, server still failed to boot up.
